Introduction

1. This report has been prepared for the Health, Housing and Environment Working Group of Bradford Trident New Deal Communities, by Building Design Partnership (BDP) and Urban Strategy associates

2. This report outlines a masterplan strategy for the Bradford Trident area and builds on the Park Lane and Marshfields Masterplan (the Phase 1 Masterplan) adopted by Bradford Trident in May 2001.

3. This Masterplan therefore concentrates on areas outside of the Phase 1 Masterplan area. It does not propose radical physical change but rather it seeks to focus on key sites where change is possible and on complementary strategies for open space, lighting and movement. Importantly the Masterplan seeks to develop on key design principles established in the Phase 1 Masterplan and notably the 'Living Street' idea to promote a comprehensive approach to physical neighbourhood renewal and inclusion throughout the Bradford Trident area.

Area Appraisal

4. Bradford Trident is made up of four main areas - the communities of West Bowling, Marshfields and Little Horton and the Broomfields industrial area. Manchester Road acts as a major barrier between West Bowling and the Marshfields and Little Horton areas.

5. The condition of the private housing stock is a major issue throughout the area. The poor quality of the environment and the safety and security of pedestrian routes in the area are recurring themes in West Bowling, Marshfields and Little Horton.

Policy Context

6. There are a number of policy documents, notably the Bradford Trident Delivery Plan, the Bradford UDP and best practice guidance which should be reflected in the Masterplan strategy.

Development Context

7. A review of development issues in and around the Masterplan area highlights some of the key influences to be reflected in the Masterplan. Importantly other initiatives underline the Gateway role of Manchester Road and the opportunities created by the proximity of the City Centre.

Public Consultations

8. The public consultation exercise undertaken as part of this study suggests a lot of local support for many of the ideas in the Masterplan. Housing conditions remain a major issue for the community.

9. Challenges and Opportunities The are a wide range of challenges and opportunities to which the Masterplan needs to respond.

The Report

This report outlines a Masterplan Vision for the Bradford Trident area. This Masterplan builds on the work undertaken in preparing the Park Lane and Marshfields Masterplan (Phase 1 Masterplan) which was adopted by the Bradford Trident Board in May 2001.

As a follow on to the Park Lane and Marshfields Masterplan this masterplan concentrates on those areas of Bradford Trident that were not specifically addressed in that Phase 1 Masterplan. This Masterplan therefore looks in particular at West Bowling, Marshfields and Little Horton. The opportunity has however been taken to revisit parts of the Phase 1 plan and notably the area around Hutson Street and the proposed local retail centre at Newall Street.

The Phase 1 Masterplan focussed on the future of the area following the demolition of a large number of residential flats which are in a poor condition. The need for physical regeneration in the Bradford Trident area outside of the Phase 1 Masterplan area is less immediate or dramatic. However, housing condition remains a major issue but the emphasis in West Bowling, Marshfields and Little Horton will be on the improvements of the existing, predominantly private, housing stock.

The Masterplan has an emphasis on the built environment but it is intended to support other community development programmes being progressed by Bradford Trident.

In order to describe and explain the issues that have influenced the development of the Bradford Trident Masterplan the rest of this report will deal with:

Having looked at all this background information we can go on and consider how the Masterplan should deal with the regeneration of the Trident area.

We can then propose an overall vision for the Trident area and describe the Masterplan and some of the key projects and strategies which make up the Masterplan.
