APPENDIX 3- EXISTING OPEN SPACE ANALYSIS

Open Space Analysis

The primary open spaces within the these three communities of Bradford Trident (West Bowling, Marshfields and Little Horton) have been assessed using simple quantitative scoring system, based on qualitative analysis, to give an indication of their importance and influence. This establishes a hierarchy of spaces that should be considered further in the strategy highlighting those with the greatest potential.

Eight key criteria have been assessed in this process, based on the following scoring system:

  • Score of 1 - A poor score against the criteria
  • Score of 3 - Average or satisfactory
  • Score of 5 - Good

The criteria used and the justification to each are:

Condition Issues of environmental quality - including the presence of vandalism, litter, graffiti, landform, maintenance etc.
Resources Does it have any facilities and amenities of note and are these appropriate set within the context of the type of space it is?
Position What is the relationship and attraction of the space to the wider community; what is the relationship with other initiatives?
Certainty How certain is it that the space will be retained as part of the Masterplan strategy - will the area around it change?
Delivery Would change be readily delivered on a given site. It is in public ownership.
Linkages How does the site relate to routes through the area.

The existing open space areas in the Trident area have been assessed against these criteria. The results of this appraisal are set out in this appendix. All open spaces in the Trident area are considered important. Improvement of most if not all spaces, will be needed over time as part of the regeneration programme.

The purpose of the appraisal is not to judge the relative importance or value of open spaces but rather to assist in phasing the work that needs to be done.

P1 Little Cross Park (6 & 20) Capitalisation on a space that has recently been improved, yet suffers ongoing maintenance problems within West Bowling. The space is under council ownership, is well surrounded by community uses (e.g. the West Bowling Centre & Pan African Arts & Cultural Group). It is well overlooked by residential properties and therefore offers the potential to be a ëvillage greení type of space. The project, with the expansion into the derelict space adjacent (number 20) will demonstrate that both existing and new spaces can be provided and improved. The existing space will be provided with additional hard landscaping including lighting, public art features, small scale childrenís play equipment and seating. High canopy semi-mature trees will be used to add definition to the space. The derelict space will be landscaped to complement this style. External improvements to the West Bowling Centre will also add to the quality of the overall scheme and emerging open space.

P2 Parkside Park (27) This is the most significant open space in West Bowling, especially in terms of its focus on youth orientated activities (including play equipment, a kickabout area and basketball court). However it suffers from vandalism, neglect and anti social behaviour. This project will therefore seek to capitalise on the spaces potential and generate significant local interest, especially by targeting Parkside Park at local youth groups. The space will be improved primarily by the introduction of further youth / sports orientated facilities, followed by complementary hard and soft landscaping such as lighting and boundary works. Investigations and consultations into the strong potential to site a youth shelter in this space will be continued.

P3 Burnett Avenue Civic Space (28) This is a rare open space within the Trident area of Marshfields and the only space located at its heart. It is therefore an asset that can be developed initially from the outset of the strategy. Its current condition is very poor, as well as dangerous and so these issues have also introduced the need for early improvement work. Burnett Avenue should be developed as a civic space / meeting area with strong local identity - potentially involving public / community artworks. The existing ëfacilitiesí should be removed and the site comprehensively cleared before predominately hard landscaping works are undertaken. These should include the introduction of high quality seating, lighting and surface materials.

P4 Howard St. Home Zone The nature of this project addresses both a pressing local lack of public open space and the constraints of the Little Horton Area. These include its designation as a Conservation Area and the lack of appropriate sites that we can be involved with. This project will initially explore the idea of ëplay/living streetsí in practice and will therefore act as a model of this philosophy to be continued throughout the Trident area. This project will effectively mark the beginning of the 'Living Street' concept throughout the wider Trident area. Initial work will include reconfigurations of traffic flow, as well as Howard Street being significantly traffic calmed. Comprehensive improvement in the provision of street furniture and surface materials will be core elements of the project, as will new car parking arrangements.

Second Phase Projects
P5 Trident Community Park Extension (1) This project will act to extend the Trident Community Park introduced in the Park Lane & Marshfields Masterplan into West Bowling - providing a key and unifying link between the communities. Specifically this small space will act as an extension to the works undertaken as part of the overall Community Park plan and Manchester Road major linkage.

P6 Mir Park (5) Mir Park is well positioned and serves as a significant local equipped area for play area within West Bowling. It is therefore a key space, but also one that suffers from neglect and anti-social behaviour. The equipped facilities and quality of hard landscaping should be the focus of initial works. This should include barrier treatment, lighting, surface materials, street furniture and innovative new equipment. Any works should be associated with local strategies for the immediately surrounding housing and public realm.

P7 Improved Civic Space (7) Currently a well-established space of a reasonable quality. P8 Improved Civic Space (-) Currently acts as an existing civic space, fronting the Parkside Medical Centre. Suffers from anti social activities and is therefore underused. It is positioned in a high profile location to the surrounding health related community uses and the Parkside Road route. Initial work should involve the removal of the overgrown shrub planters, to be replaced with high quality hard and soft landscaping works. Select provision of semi-mature trees that have a high canopy, as well as seating, lighting and signage will be appropriate. The space offers the potential for a public art feature to landmark this gateway site into West Bowling from the South.

P11 Gaythorne Rd - Improved Civic Space (11) This acts as an importantly located open / civic space within the St. Stephens / Gaythorne Road village centre. It is currently underused and neglected, yet offers great potential to be a positive addition to the local area. Its size is suitable for a meeting / gathering space. Comprehensive and high quality works should be undertaken, predominately including hard landscaping - primarily focused around seating. A prominent piece of public art to express local identity may also prove appropriate.

P12 Improvements to Spring Mill Street Park (13) This is a vitally important open and playspace that serves a significant portion of the West Bowling community. Issues of lack of maintenance and anti social behaviour are prominent. Improvements should be undertaken in line with the proposals of Bradford MDC. Priorities should include an improved level of equipment, boundary treatment and lighting to tackle issues of safety.

P13 New Civic Space - St. Stephens Church (21) This will introduce a high quality civic / meeting space along the proposed 'Living Street' St. Stephens corridor. It will be strategically placed to serve the wider community. Support for the scheme has been obtained from the owners of St Stephens Church. Provision of predominately hard landscaping works including high quality surfaces, seating and street furniture. Work to enable the space to be cut into the landform will also be required. Lighting to St. Stephens church will provide an appropriate backdrop to the space.

P14 New Civic Space - St Stephens Village Centre (23) This corner space at the junction of St. Stephens Road / Gaythorne road is currently underused and undefined. Its location is excellent in terms of the local community facilities of St. Stephens. Therefore a civic space associated with any future development is deemed appropriate. A civic space associated with any future development is deemed appropriate -may include small courtyard space which could be both soft and hard landscaped.

P15 New Dorset St. Civic Space (29) This derelict site at the corner of Dorset St. and Ransdale Rd. is situated off key routes within Marshfields and offers a rare asset for early improvement. The size and positioning of the space lends itself for development as a civic / meeting space. This will predominately involve quality hard landscaping. Boundary work to define the space from the primary routes will be essential - This should be a combination of low walls and iron fencing.

P16 Civic Space Improvement (30) A gateway to Trident this space does as a one of few open spaces within Marshfields and should therefore be capitalised on. Canopy treatment to existing trees and barrier works are essential to install definition between the space and adjacent road corridors. As above this should include a low wall and iron fencing to allow surveillance of the space.
